WebGMRS repeaters can be private and the FCC wont mind it as long as it is not purpously interfering with another repeater on the same frequency but thats why there are 8 repeater pairs, people so have some elbow room to operate. I operate a local private GMRS repeater on my property on 700 and it uses a DPL code and I never had any issues.

That won’t get you in trouble, but using a ham radio to transmit above 450 MHz is totally illegal.
